You will serve as a Program Manager in the SEA 21/ PMS 421 of NAVSEA HQ FIELD SUPPORT.
Duties
You will act as the Program Office's primary waterfront point of contact with public and private shipyards, Regional Maintenance Centers (RMCs), PARMs, ISEAs, and the Fleet.
You will develop Statements of Work; notional work package preparation; issuance of solicitation; response to bidder's questions; proposal evaluation; and support of the contracts.
You will ensure alignment of SCD, SID, ILS certification, software certification, and procurement and delivery of long lead-time materials.
You will serve as a point of contact for tasking, funding, and ROMs.
You will assist the Planning Yard Manager with development of Planning Yard contracts, including Statements of Work, CDRL items.
You will coordinate funding between PMS 432 and PMS 443, PARMs, and CNO, including special projects.
You will manage scheduling input in the development of Technical Instructions in support integration of AIT installations and other planning.
You will brief management and higher authority on planning and execution issues.
You will plan, organize, and direct work to be accomplished setting priorities and preparing schedules for multiple activities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector monitoring or evaluating availabilities to achieve milestones for modernization and maintenance of surface ships.
