Duties
Serving as an Information Technology Specialist (Policy and Planning) GS-2210-15 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Information Officer Directorate.
The primary purpose of this position is to serve as a consultant and expert advisor to the Assistant Director (AD) on significant and sensitive issues impacting FLETC and the CIO Directorate's role and relationship with other FLETC directorates, FLETC Partner Organization's, DHS, and other parties. This position directs policy development and implementation, oversees program reviews and analyses, and coordinates programs/project efforts which have enterprise-wide, agency, and government-wide impact. Efforts are often highly technical and utilize Information Technology (IT) solutions and practices to solve complex business challenges.
Typical duties include:
Serving as the CIO Directorate's AD Liaison in many areas, often involving controversial, complex, and unprecedented issues and other matters that impact FLETC-wide, agency, and Departmental operations.
Representing the AD and serving as the AD's personal advisor to high level interagency committees, conferences, task forces, and similar working groups that involve senior officials. Serving as a high-level analyst for the AD, exercising a wide degree of latitude and operating with unfettered discretion.
Preparing reviews and commentaries on staff papers, project and program proposals, policies, plans, and procedures submitted for CIO Directorate coordination/approval.
Providing input and recommendations concerning budget formulation and execution to the AD and other managers in CIO Directorate.
Heavily involved in the development, drafting, and review of policies related to training, training management, training support services, and administrative matters involving budgets, acquisitions, facilities, information technology (IT), and policies affecting staff, contractors, POs, detailed individuals, interns, volunteers, and students.
Analyzing and leading planning efforts supporting a diverse variety of initiatives, including current and proposed FLETC operational plans and programs, staff assignments, long range planning studies, feasibility studies, internal program reviews, project tracking systems, facilities planning, and agreements related to programs and projects.

Specialized Experience:
Basic Requirement: Individuals qualifying based on experience must have Information Technology (IT) related experience demonstrating each of the four competencies listed below.

Customer Service Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the four competencies listed above you must possess at least one (1) year of specialized experience as described below:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as analyzing organizational and operations problems and conducting independent research on a variety of topics, preparing and conducting briefings to senior government officials, developing administrative processes, principles and practices of management and the
management process, the techniques of organization, analysis and coordination, policy and procedural review and revision, and project control and management, and reviewing, analyzing, evaluating and editing the work product of other employees, including senior management staff, to ensure its accuracy completeness and suitability for its intended purposes.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
