This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Administration, located in Washington, District of Columbia.
Duties
The Management and Program Analyst (Data Analytics) duties may include:
Leads the conceptual formulation, design, and implementation of data and knowledge-driven methods that address the evolving needs of the program.
Provides senior management and decision-makers in various Federal, state, and local agencies with quantitative information on which to make service and policy decisions.
Performs special studies and analysis of programs and populations. Anticipates and solves major problems for which guidance does not exist, requiring the application of novel approaches which have not previously been used, applying an extensive knowledge of data and information management.
Establishes and nurtures voluntary data sharing partnerships with state and national data organizations; negotiating data sharing agreements using judgment and discretion; resolving organizational conflicts or competing objectives; and developing successful strategies for communicating with a broad array of individuals and organizations.
Directly, and in coordination with office supervisors, manages the planning, direction, and execution of all organizational operations, and provides administrative and technical oversight to office staff.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-14: You must possess at least one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors) that includes at least (4) of the (5) following:
Planning the methods, process, and priorities of a program to meet goals, ensure compliance, and improve performance;
Generating data to create reports in response to requests from a variety of stakeholders on items with significant impact.
Using analytical methods including machine learning, visualization, and/or reporting tools to data sets to derive knowledge from data to identify issues and improve the quality of information contained in the system.
Establishing voluntary data sharing partnerships with state and national data organizations.
Providing advice, counsel, and/or instruction to team members on work and technical matters.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
