The Accountant position is located in the Department of Administrative Services (DAS), Financial Management Office (FMO), Financial Operations Division (FOD), Accounting Branch, Financial Statements Section. The FMO is responsible for financial management for the Federal Judiciary including accounting, reporting, and investments.
Duties
This position will report to the Chief of the Financial Statements Section, Accounting Branch, Financial Operations Division (FOD), Financial Management Office (FMO). The FOD is seeking a self-motivated experienced Accountant to join its team. The incumbent will be serving as a technical accounting authority for general ledger reporting and reconciliation; developing justification for judiciary financial and accounting policy; generating queries of system data and development of report; and providing senior level coordination of accounting issues such as the appropriate accounting for various judiciary business. The ideal candidate must have expert knowledge of generally accepted and federal accounting principles, standards, and practices, including the full accounting cycle, financial statements, ledgers, and journals.
The duties of this position include, but are not limited to:
Producing financial statements and supporting documentation and samples for the appropriation audits and audit of accountability balances.
Conducting financial statements flux analyses.
Serving as a subject matter expert for Annual Close; participating in year-end reporting and annual close-out processes; ensuring integrity of annual close processes during Judiciary Integrated Financial Management System (JIFMS) data changes and periodic JIFMS upgrade efforts; and identifying process improvements for annual close systems processing.
Managing the General Ledger Account Analysis Solution (GLAAS) to produce Government-wide Treasury Accounting System (GTAS) and Financial Statements for Appropriated funds to perform more in-depth analysis and reconciliation, and abnormal trial balance reviews.
Reconciling general ledger accounts details transactions for accuracy in the Judiciary Integrated Financial Management System (JIFMS), a Momentum financial system application..
Implementing business process improvements in the Accounting Branch to aid with the reconciliation of various accounting processes.
Creating, submitting, and reviewing reports from complex financial systems as required by senior management, financial managers, program offices, or customers.
Analyzing and reconciling general ledger account detail transactions to ensure accuracy and integrity in JIFMS, and subsidiary ledgers and feeder systems.
Serving as a subject matter expert for maintenance of general ledger; creating posting logic in JIFMS in accordance to Treasury's U.S. Standard General Ledger Account (USSGL) guidance; and testing and validating accounting entries.
Maintaining general ledger system assurance; identifying, analyzing, and validating impact of errors on systems tables; developing solutions and implementing fixes to resolve systems errors; and testing and validating proposed system solutions.
Performing complex financial data analysis leveraging Excel, Structured Query Language (SQL), Access, JIFMS, and the Enterprise Data Warehouse (EDW) to reconcile financial statements.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Experience analyzing and reconciling general ledger account detail transactions to ensure accuracy and integrity in the financial management system;
Experience maintaining general ledger financial management systems; identifying, analyzing, and validating impact of errors on systems tables; developing solutions and implementing fixes to resolve systems errors; and testing and validating proposed system solutions; and
Experience performing complex financial data analysis leveraging Excel, Structured Query Language (SQL), Microsoft Access, and the Enterprise Data Warehouse (EDW) to reconcile financial statements.
Education
Basic Qualifications: Applicants must meet ONE of the qualification requirements (A, B, or C) as described below:
(A) Degree in an accounting or in a related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. TRANSCRIPT REQUIRED
(B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as certified public accountant or a certified internal auditor, obtained through written examination. TRANSCRIPT REQUIRED
(C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
