The primary purpose of this position is: To provide publication, policy memorandums, and IMT/Forms management analyst support to U.S. Special Operations Command, components/Theater Special Operations Commands for strategic improvement initiative through the development and execution of the electronic publishing programs, learning tools, techniques, and expertise.

Duties

Directs, Plans, and Organizes, the activities of the Command Publishing and Forms Management Programs for HQ USSOCOM, a USSOCOM sub-unified Command, supporting USSOCOM Components/TSOCs. Actively represents a variety of command and functional area organizations as Chief USSOCOM command Publishing and Forms Management Branch. Exercises supervisory personnel management responsibilities. Performs Defense Courier Service (DCS Courier for HQ USSOCOM/SOCS Directorates. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meets mission requirements.

  • Requires a Top Secret Critical Sensitive/SCI clearance. Incumbent has recurring access to classified information TS/SCI clearance.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from use of illegal drugs and if requested, submit to urinalysis testing.
  • Selectee must sign a statement acknowledging the position occupied as a Testing Designated Position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes: analyzing and evaluating publication programs to recommend improvements and/or developing new or modified methods; performing administrative functions as they relate to Defense Courier Services, Government Purchase Card, Defense Travel Systems, and automated Time Attendance and production Systems; analyzing and developing procedural requirements utilizing regulations, policies, and publication as it pertains to publications management and the resolutions of complex and multi-facted publishing programs; evaluating research finding, summarizing results, and providing appropriate recommendations; and utilizing numerous software applications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functions, principles, and processes of Publication and Forms Management; CJCS Manual Volume I & II, Joint Staff and Combatant Command Records Management Manual-Procedures and Disposition Schedule, as they pertain to the disposition of publications record sets; and ability to apply procedures, requirements, regulations, and policies related to publishing management, including the ability to maintain credibility with others on technical matters. 2. Knowledge of analytical and evaluative methods and techniques as well as measurements of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of Publications and Forms program operations to include adopting or developing new or modified methods. 3. Knowledge of Defense Courier Service (DCS), Government Purchase Card (GPC), Defense Travel System (DTS), and Automated Time/Attendance and Production Systems (ATAAPS), policies, procedures and concepts to perform administrative duties and to help with SOCS-SJS staff. 4. Knowledge of and ability to use software applications: Microsoft Word, Desktop Publishing, Adobe Life Cycle, Adobe, IMB Lotus, Corel Draw, Pure Edge, SGML, DTD, SharePoint, Power Point, Excel, CD-Writer, Duplicator, and other software programs. 5. Ability to recognize and analyze problems, plan, and execute complex, multi-faceted publishing projects, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources, sufficient to conduct research, summarize results, and make appropriate recommendations. 6. Skill and ability to communicate effectively, both orally and in writing, and clearly present issues and recommendations and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
