This position is located in the USD(C) Human Capital & Resources Management (HC&RM) Directorate, Management and Administration Division (MAD) within the Human Capital (HC) Office. The HC Office provides central administrative support by directing, planning and executing all administrative support functions for the USD(C) in civilian personnel management, recruitment talent management, training, performance management, EEO, and customer service.
Duties
Incumbent typical work assignments may include the following:
Manages various programs within the OUSD(C) to include Telework/Remote Work, Employee Awards/Recognition, Special Employment, and the Drug-Free Workplace.
Manages the performance appraisal program, talent management, succession planning, and administers HR actions (i.e., recruitment, promotion, reassignment, etc.) for assigned GS employees within the OUSD(C).
Serves as the OUSD(C) Training Coordinator.
Prepares and presents spreadsheets, charts, and graphs to leadership.
Prepares and delivers oral presentations such as briefings, consultations, and strategy sessions; develops and prepares a variety of correspondence and other documentation; and serves as primary POC for the Correspondence and Task Management System (CATMS) actions.

Qualifications
Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Specialized Experience:
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as experience with Correspondence and Task Management System (CATMS), assisting with oversight of Training programs, administering requests for HR actions, and experience with MS excel.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as experience with automated HR personnel management systems such as DCPDS and BOERS; Correspondence and Task Management System (CATMS); managing Training Programs and Awards Programs; and experience with MS excel.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
