This position is located at the National Cemetery Administration in Washington, District of Columbia. The incumbent serves as a Program Analyst to the Deputy Under Secretary for Finance and Planning, providing evaluative studies, reporting, advice and support to the DUS on a wide variety of NCA programs and activities.
Duties
Serves as the liaison between the Deputy Under Secretary and the Service Directors, and other subordinate staff. Serves in same capacity with officials within the Department of Veterans Affairs and other Federal agencies as necessary to conduct the daily operations of the office. Advises the DUS as to potential issues and recommends possible courses of action. The incumbent exercises managerial authority, taking action to develop or modify objectives and boundaries of assignments in fulfilling overarching organizational goals and objectives.
Supervises one GS-12 Program Analyst, one GS-13 Program Analyst, and one GS-14 Program Analyst who also serve in the Office of the Deputy Under Secretary for Finance and Planning, an SES level position. With the guidance of the Deputy Under Secretary for Finance and Planning, interviews candidates and has authority to make the selection for each of these positions. Plans and delegates work, establishes priorities, assigns work based on the nature of difficulty of the projects. Provides advice and guidance both on assignments and administrative matters, reviews completed work and evaluates performance. Works with employee to develop an employee work plan, or individualized development plan to assure the achievement of organizational goals and objectives. Approves with-in grade increases, performance awards, and extensive overtime, and makes recommendations concerning promotions and disciplinary actions. Makes decisions on training needs and telework suitability. Finds ways to increase the quality of the work directed, and finds and implements ways to improve business practices. Effects minor disciplinary measures, recommending action in more serious cases. Represents the DUS at meetings and is authorized to speak for and commit that official to courses of action that fall within established policies.
Performs other related duties as assigned.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 07/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a liaison between senior leadership and subordinate staff; serving as an advisor to senior leadership; performing analytical studies, developing white papers, preparing statistical reports, and preparing briefing materials; reviewing, formulating, developing, and/or recommending policy; performing a full scope of managerial and/or supervisory duties.
