About the Position: Serve as the principal advisor and technical consultant to the MSC Commander, SPD Directors (SES) and the Planning and Policy Division Chief on matters pertaining to comprehensive watershed planning, multi-purpose and multi-objective plan formulation and floodplain management for water and related land resources projects that address a broad array of mission areas, and and the Planning Assistance to States, Floodplain Management Services, and Tribal Partnership Programs.

Duties

Develop comprehensive, multi-agency solutions that are sound from a technical, economic and environmental perspective in a landscape where objectives are often in conflict. Oversee the Planning Assistance to States, Floodplain Management Services, and Tribal Partnership Programs as regional Program Manager. Review legislative proposals and coordinate legislative drafting assistance with HQUSACE. Participates in strategic and operational planning for the Planning and Policy Division and helps to integrate the results of those efforts related to assigned planning activities into each District's planning program and quality control procedures. Formulates regional planning guidance, policies and procedures in program expertise areas within the framework of applicable laws and Civil Works policy directives issued by higher authorities. Serve as a national subject matter expert and coordinates with representatives of other Corps offices on comprehensive watershed planning, multi-purpose and multi-objective plan formulation and floodplain management. Provides oversight of comprehensive watershed studies, multi-purpose and multi-objective studies and floodplain management authorities Assist HQUSACE in developing new analytical techniques, planning policies, guidelines and procedures.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements below: Specialized Experience: One year of specialized experience which includes providing civil works planning expertise in the plan formulation and floodplain management for water and related land resource projects in area such as flood risk management, ecosystem restoration, and drought resilience, ideally including work with Tribes and environmental justice communities, and including the Planning Assistance to States, Floodplain Management Services, or Tribal Partnership Programs; this work should include evaluating data and analysis from projects and the application of new guidance and techniques, sometimes in new and unprecedent situations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
