Duties
This office is responsible to the Inspector General for the development, direction, and implementation of a broad, comprehensive review program covering audits, inspections and evaluations of all DOI and Insular Area Governments' programs and activities. As a Management and Program Analyst you will be responsible for assisting the Director/Manager in achieving the mission and strategic goals of the office in areas associated with planning, performing, and reporting on audits, inspections, evaluations, reviews and special projects (assignments) performed by the office. Major duties include:
Plans, performs, and leads others in complex reviews, analytical studies, and evaluations of major programs and operations for efficiency and effectiveness in meeting their intended objectives.
Develops assignment plans, procedures, and methodology and assigns tasks to team members.
Prepares written reports and briefing materials designed to resolve operational problems and achieve maximum effectiveness and efficiency in programs under review.
Briefs internal management orally and in writing on the work performed.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
Minimum Qualifications GS-12 : One year of specialized experience equivalent to the GS-11 grade level in the Federal service performing all of the following:
1. Experience performing assignments as part of an evaluation or study to assess effectiveness or efficiency;
2. Experience developing recommendations to make improvements on program or operational effectiveness or efficiency; AND
3. Experience preparing written summaries of work performed, data analyzed, or conclusions reached.
Minimum Qualifications GS-13 : One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing all of the following:
1. Experience developing comprehensive program or operation review plans to include establishing scope, methodology, and objectives;
2. Experience advising others in conducting evaluation or review assignments;
3. Experience writing, editing, and reviewing products covering work performed and conclusions reached; AND4. Experience orally presenting work performed and conclusions reached to inform decision makers.
Education
There is no education substitution for the GS-12 and above.
