This position is at the Martinsburg VA Medical Center in Martinsburg WV. The Program Support Assistant (PSA) has primary responsibility to support the planning and operational management of the Services time keeping functions. The incumbent performs work in direct support of the Associate Director for Patient Care Services, and the Patient Care Services Business Manager's Office, as stewards of all timekeeping functions.

Duties

Duties to included but not limited to the following: 1. Performs the role of primary timekeeper. Must maintain a current knowledge of best practices related to timekeeping (VAT AS), and answer questions of other employees, on procedures, policies, directives, etc., and obtain needed information. 2. Prepares documents and gives other administrative support. 3. Provides information, analysis for short, and long-range planning regarding prospective changes in functions for VATAS, and objectives, makes recommendations to supervisor for changes where required. 4. Able to determine appropriate approach to perform a variety of duties related to special projects involving a wide variety of issues. 5. Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the budgeting oversight operations. Utilizes software applications to draw information, e.g., from, IFCAP, VSSC in order to prepare/assist in preparation of reports and maintains automated system of workload and cost trends, as related to the efficient use of developed timekeeping standards. 6. Assists with the development and maintenance of any quality assurance requirements/projects related to VATAS, and timekeeping. 7. Assists the Associate Director for Patient Care Services with the monitoring of staff scheduling matrixes for compliance and has authority to correct when schedules are not in compliance (must immediately communicate changes to Nurse Manager and Supervisor). 8. Provides coverage and acts as back up for the Administrative Support Assistant for Nursing Service. Handles all duties of the position in that person's absence. Types all personnel actions (SF-52) for appointment, promotions, etc. Enters clearance requests for Nursing Service employees who are retiring, transferring, resigning or separated from employment. 9. Covers phones for leadership staff as well as those clerical staff when absent from their work areas within Nursing Service. Messages are recorded accurately and passed on or referred to other services, along with other data or necessary background material for actions to be taken. Frequent calls from nursing personnel require the individual to have a wide range of knowledge of the unique functions of each nursing unit. Judgement is exercised to determine if the Nursing Leadership should be interrupted, the call should be returned, or information should be shared with caller. 10. The incumbent will assure that all confidential records are handled discreetly. Confidentiality regarding personnel and patient matters will be maintained. Such topics as personnel evaluation, counseling, and records of investigations, labor management discussion, disciplinary actions, and patient conditions are maintained confidentially and discreetly. Caution is exercised to ensure that confidential matters are not inadvertently disclosed. 11. Maintains communication with Nursing Service through Outlook - extensive knowledge of VAT AS is required as the use of the computer system is recognized as an important tool to perform duties. 12. Organizes office supplies, program files and fiscal records. 13. Facilitates a positive and effective customer service environment in the role of initial contact for time and attendance issues for Nursing Service. This can be accomplished by phone, in person and electronically to appropriate staff. 14. The incumbent is cooperative and collaborative with personnel from Nursing and other services, families and visitors. A dignified, respectful and friendly atmosphere is - maintained in the office. Callers who are displaying an intense emotional affect are dealt with in a calm, helpful and respectful manner. 15. Prepares, maintains, monitors, reviews and validates time and attendance reports for many pay plans, types of leave and special pay situations for employees in Nursing Service. 16. Determines the appropriateness of hours being charged and types of special pay being authorized. Reviews time and attendance reports for appropriate signatures, initials and necessary documentation. 17. Attends required VAT AS training and refresher annually. Advises leadership on updates in VATAS. 18. Advises Nurse Leaders of discrepancies, points out appropriate procedures and advises on minor changes or corrects actions. If time and attendance reports are reviewed and errors or discrepancies are noted assures appropriate corrections are initiated. 19. Forwards all reports to the appropriate office for processing. 20. Prepares all time and attendance reports for Nursing Leadership. 21. Performs all other duties as assigned. 22. Performs EGAR requests from Nursing Service 23. Performs PIV monitor/sponsorship for Nursing Service. 24. Performs purchase card requests as approved by Nursing Service. Work Schedule: 7:30a - 4:00p Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Preferred Experience: Experience in a long-term care environment and experience supporting remote workers. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Drafting memoranda, minutes, reports; Maintaining files; Collecting, compiling and/or tracking statistical information; Experience with Microsoft Excel, spreadsheets; Maintaining a calendar of appointments, meetings, conference calls, and scheduled leave; Use of verbal and written communication skills to deal with a variety of diverse population. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education must be obtained in an accredited business, secretarial or technical school, junior college, college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that demonstrates the ability to perform the duties of the position. For GS 5, only education in excess of 60 semester hours (2 years) is creditable. If you qualify by a combination the experience must be detailed in your resume and transcripts are required.
