Duties
Performs evaluation of program activities to measure the effectiveness and make adjustment to meet program objectives.
Assumes command as Incident Commander at major emergencies and disasters.
Manages an effective department-wide training program.
Provides guidance to subordinates to ensure effectiveness the fire protection and prevention training program.
Recommends methods and procedures needed to prevent recurrence of incidents.
Performs personnel management duties such as organizing, assigning, reviewing and evaluating work of subordinates.
Requirements
- Must obtain and maintain a secret clearance.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Incumbent is subject to pre-employment drug screening, and random testing thereafter.
- Position requires 120 hours of work per two-week pay period, with one 24-hour work shift each week. Shift work is required to provide coverage on evenings, weekends, holidays, or special situations. Must be on-call and available for work when needed.
- This position requires the incumbent to wear the prescribed uniform and/or safety apparel while on duty.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions and a government driver's license to operate vehicles.
- This position requires successful completion of an annual Job Performance Test.
- This position requires participation in a cardiovascular physical fitness program.
- This position is Emergency-Essential and takes precedence over transportation agreements and military recall status. In the event of a crisis situation or wartime, the incumbent must continue to perform the duties and requirements of the position.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- TD or business travel up to 5% may be required.
- This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Administration of training programs for an organization involved in fire protection and prevention and emergency response. 2) Evaluating the effectiveness of fire protection and prevention programs 3) Ensuring conformance with fire protection program policies, standards, and procedures; and 4) Modifying training to address changes in the processes and procedures associated with fire prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
In addition to the specialized experience listed above, to qualify for this position you must possess the following:
Firefighter II, Fire Inspector III, Fire Officer II, Fire Instructor III, Hazardous Material Technician, Hazardous Material Incident Commander certifications certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M AND a State or National Registry Emergency Medical Technician basic license indicating a future expiration date.
