Duties

This position serves as a Senior Management and Program Analyst assigned special projects, review, and analyses of broad, complex, unique and sensitive procurement and contracting issues and problems involving the full spectrum of functions and programs for which the OFA is responsible. This position has considerable latitude to determine the scope of the projects or reviews, resources required and the processes to be followed. The nature of the problem and issues require continuous adjustments to plans to ensure a thorough analyses and appropriate problem resolution. Provides advisory services to OFA Leadership on acquisition management and oversight systems, techniques, special relationships, and organizational alignments. Directs the development of detailed program/project plans, tasks, and schedules. Assists to identify milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish program objectives. Supports obtaining resource requirements, manpower and funding to implement programs/projects. Identifies and coordinates with stakeholders as required. Coordinates with technical personnel within VA to ensure program is compliant with regulatory policies, communication, standards and with user requirements. Manages and facilitates stakeholder meetings to develop plans. Elicits customer support in the development of acquisitions, scope, and finalizing project schedule while reducing product risk. Provides mastery technical oversight regarding the selection, evaluation and integration design of project environments. Provide data requests at all levels including the national level to include interpretation of the data with recommendations when appropriate. Provide review and responses to the Office of the Inspector General (OIG) and other inter-related OGA requests for current contracts to determine potential conflicts of interest for VA management that usually require quick turnaround times. Manage and administer OFA applications. Represents OFA as the data point contact for external requests from other agencies such as Office of Management and Budget (OMB) and General Accounting Office (GAO). Uses information gathered from these groups, from different organizations throughout the VA, to ensure projects reflects the latest regulations, policies, and requirements from end-users throughout the VA acquisition community. Serve as a SME on legacy and modernization efforts to integrate business requirements and functionality into new systems such as iFAMS and the Supply Chain Master Catalog. Represents OFA as a SME on the assigned projects such as the Request to Procure and Procurement to Pay projects. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. Qualifications

To qualify applicants must meet all requirements by the closing date of this announcement, 07/29/2024. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determine the scope of the projects or reviews, resources required and the processes to be followed; require continuous adjustments to plans to ensure a thorough analyses and appropriate problem resolution; coordinates with acquisition and logistics offices in support of highly technical or complex contract support which support the mission; advises on new acquisition and logistics policies that impacts the readiness of programs; directs the development of detailed program/project plans, tasks, and schedules; Assists to identify milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish program objectives; supports obtaining resource requirements, manpower and funding to implement programs/projects. identifies and coordinates with stakeholders as required; coordinates with technical personnel within VA to ensure program is compliant with regulatory policies, communication, standards and with user requirements; provides technical oversight regarding the selection, evaluation and integration design of project environments; serve as a representative on various VA workgroups tasked with reviewing and providing comments for proposed changes. collaborates on VA-wide and inter-related projects to ensure organizational objectives are achieved; oversees effort to collect performance metrics data and information from systems where permissions permit and acquire data from other organizations where permissions are restrictive. Physical Requirements: Work is primarily sedentary and performed in an office environment. Selected applicants will be required to complete an online onboarding process.
