Duties

You will serve as the principle business and financial advisor to the respective Division and Department Heads supported by this Business Financial Manager (BFM) Division. You will manage, coach, mentor and supervise and technically lead a team of BFM competency financial personnel in a Research and Development Navy Working Capital Fund (R/D NWCF) environment. You will perform acquisition disciplines in a Command, Control, Communications, Computer and Intelligence (C4I) environment which includes developing acquisition strategies. You will perform analysis and forecasting to support Acquisition Category (ACAT) Programs through all life cycle phases. You will lead and coach a workforce in running and analyzing Navy Enterprise Resource Planning (NERP) and other financial data to monitor and ensure financial resources. you will establish performance objectives in accordance with STRL principles and guidelines; evaluating subordinate’s work, recommending awards and promotions, approving leave, and mentoring, coaching, and counseling subordinates. You will track subordinate’s Individual Development Plans (IDPs) in accordance with financial core competencies and skills.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
