You will serve as an ADMINISTRATIVE SUPPORT SPECIALIST in the OFFICE OF GENERAL COUNSEL of DEPARTMENT OF THE NAVY.

Duties

You will serve as an Approving/Billing Official (A/BO) for the Government-Wide Commercial Purchase Card (GPC) Program and managing these accounts and cardholders. You will review and approve all purchase requisitions to ensure that the cardholders’ transactions are legal, proper, mission essential, and correct. You will utilize the DON financial management systems, to independently analyze and approve purchase requisitions. You will interact with purchase cardholders to troubleshoot, analyze, and resolve complex procurement scenarios to ensure the micro-purchase threshold requirements are met. You will certify the bank’s invoices and submit manual payment process to the Defense Finance Accounting Service as necessary to ensure timely payment and minimize delinquent payments and suspension of accounts. You will perform a variety of administrative, technical, and clerical work, such as, receiving telephone calls and visitors, and screening. You will provide administrative support to the Office of the Deputy General Counsel. You will serve as Agency Program Coordinator for the Government Travel Charge Card Program and responsible for the execution and management of the program. You will perform human resources-related duties.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience employing administrative methods and techniques to review, analyze, and resolve complex problems. - Experience using automated tools to create and maintain databases, reports, and notifications. - Experience reviewing or approving use of government purchase and travel cards. - Experience administering official travel program by applying agency and federal travel regulations and systems (i.e. Joint Travel Regulations (JTR) and Defense Travel System (DTS)) to allocate resources and ensure program compliance.
