Duties

You will analyze data for reasonableness and consistency of estimates, adequacy of justification and compliance with prescribed laws, policies, and regulations. You will develop, assemble, and analyze financial responses and supporting documentation required by higher headquarters, US NAVY, and Congress. You will identify the need for and develops local policy and management controls You will monitor obligations, expenditures, and collections throughout the execution phase. You will develop and carry out work plan, establishes performance standards, training plans and performance standards for subordinate.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Documenting and executing the various phases of budget and execution (to include tuition rate setting) to ensure proper documentation and program administration, identify the need for corrective action and resolve complex financial management concerns.
