This position is located in the Office of Policy, Planning, and Communication (PPC), Bureau of Global Talent Management (GTM). PPC is composed of three major divisions, responsible for coordinating workforce policy and planning, managing workforce communications and engagement, and serving as GTM’s liaison to employee unions, Congress, and the White House. Serves as one of three Division Chiefs in PPC, responsible for management and supervision of the Policy Coordination (PC) Division.
Duties
Provides authoritative guidance and advice to Department leadership on legislative proposals and other Congressional activity impacting the Department’s workforce policy and personnel management.
Coordinates within GTM to respond to Congressional inquiries, briefings, and other activities that
require a rapid response to changing requirements to maximize the Department’s impact on legislation related
to the national security workforce.
Designs and oversees legislative portfolios related to Congressional oversight of workforce policy, strategic planning, Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives, and Limited Non-Career Appointments (LNA).
Manages and directs the work of subordinate PC staff, composed of five GS-14 Policy Advisors and two FS-02 Policy Officers, in the areas of workforce policy, compliance and oversight, Congressional relations, strategic planning & program analysis.
Represents the Department in meetings with Congressional staff and at National Security Council IPCs and other intradepartmental and interagency groups.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience collaborating with interagency working groups and/or Congress on workforce policy initiatives.
Experience drafting analytic reports for determining and developing policy and strategic resource decisions.
Experience advising senior officials on issues and/or challenges that impact Department policy and planning goals.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
