The primary purpose of this position is LEAD INSTRUCTIONAL SYSTEMS SPECIALIST NH-1750-03 to lead a team tasked with preparing the workforce to accomplish current and future missions through the deliberate, orderly, but flexible processes required to develop, implement, and manage educational and training material for use across the installation.

Duties

Serve as a Team Leader; coach and facilitate the team in analyzing and evaluation substantive program operations, management, and organizational effectiveness, efficiency and productivity Initiate strategic plans for the development of training courses in subject matter areas and groupings of courses aligned with Air Force (AF) Air Force Material Command (AFMC), AFSC, and installation objectives Assess training aids and devices. Represent training development with a variety of Center and functional area organizations. Analyze and evaluate issues and develop recommendations to resolve substantive problems of effectiveness and efficiency of Force Development processes and programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in assisted with the development, implementation, and management of educational and training material; provided instructional system design, development, implementation, and sustainment expertise in support of installation education and training programs; prepared and conducted training and education in a cost-efficient way to enhance the knowledge, skills, and abilities essential for professional development for mission accomplishment; assisted with preparation and delivery of oral presentation such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to Force Development plans and programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive professional knowledge of learning theory and the principles of developing curriculum and instruction. 2. Knowledge in conducting analyses of occupational areas or jobs to determine the requirements for revision of existing instructional systems or development of new training programs. 3. Ability to utilize AoP principles and concepts to lead a team of subordinate personnel through coaching, communication, planning, organizing, and providing direction to facilitate work assignments inclusive of instructional design based on occupational analysis needs and/or findings. 4. Knowledge in developing, reviewing, and revising instructional materials to for courses or occupations in accordance with specific learning objectives. 5. Ability to design or develop criteria for designing training aids and devices based on needs analysis of the instruction systems. PHYSICAL DEMANDS The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work. WORK ENVIRONMENT The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
