The primary purpose of this position is INSTRUCTIONAL SYSTEMS SPECIALIST NH-1750-03 to develop Air Force Sustainment Center (AFSC) level institutional training as well as education and training programs to support developmental requirements for the Center.
Duties
Initiate strategic plans for the development of training courses in subject-matter areas and groupings of courses aligned with Air Force (AF), Air Force Material Command (AFMC), and AFSC objectives.
Assess training aids and devices.
Represent training development with a variety of Center and functional area organizations.
Participate in special manpower, personnel, force development/education and training related operation projects and initiatives and performs special assignments.
Represent the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in assisted in the initiation of strategic plans for the development of training courses and obtaining aids and deices to conduct training; aid with development of effective instructional material methodologies which include order of presentation, level of interaction, feedback, and remediation; evaluate current organizational strategies and performance; assist with interpreting and applying complex regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
PHYSICAL DEMANDS
The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
WORK ENVIRONMENT
The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
