The primary purpose of this position, Instructional Systems Specialist, GS-1750-12, is to serve as a Training Manager in the Training Support Flight at an Air Education and Training Command (AETC) Technical Training Center, responsible for the development, implementation, and management of training concepts, programs, and procedures to meet instructional requirements.

Duties

-Direct the development of instructional programs (i.e., formal training in initial skills, advanced, supplemental, distance learning, and field training courses). -Manage total training requirements to maintain operational manning requirements for multiple specialties or assigned career fields. -Prepare, document, and review the technical and economic data to support acquisition of complex, multi-functional instructional systems equipment and services. -Manage all programming actions associated with the assigned courses. -Accomplish special projects.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the Instructional Systems Series. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in their resume. Specialized experience is described as the ability to develop formal/informal courses, course material, and/or training aides for classroom teaching, online/blended learning, or technical training; experience and ability to apply knowledge of learning theory and the principles, methods, practices, and techniques of one or more specialties of the instructional systems field; experience utilizing a variety of instructional measurement methods and principles to develop plans or policies for measuring achievement of instructional objectives; proficiency in using course development software such as Adobe Captivate, Adobe Creative Cloud Suite, PowerPoint, Unity, etc.; aptitude in using a range of learning management systems such as Moodle, Canvas, Blackboard, etc.; and experience in instructional systems project management to coordinate all phases of the instructional development cycle of critical, high visibility courses, learning materials, and training aides. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of learning theory and the principles, methods, practices and techniques of the instructional systems field to administer, advise on, design, develop, or provide educational or training services in formal training programs. 2. Knowledge of training resources programs, principles, and policies. 3. Skill in instructional design and materials development to analyze learning problems, select teaching strategies using appropriate models, and develop course plans using this information. 4. Ability to establish instructional program objectives and to assess progress toward their achievement. 5. Ability to effectively communicate orally and in writing. PHYSICAL EFFORT: Work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books or small parts. No special physical demands are required to perform the work. WORKING CONDITIONS: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
