You will serve as a in the PROGRAM MANAGER in the TOTAL FORCE MANPOWER DIRECTORATE (N1) of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will conduct manpower assessments on a program to determine how best to meet organizational goals or objectives. You will maintain a balanced workforce to manage routine and unexpected workload demands as a team lead You will negotiate with external senior leaders to secure consensus regarding program objectives and policies. You will plan and organize mission programs within a high-level, multiple chain of command activity. You will administer program finances, human capital resources, or technical components to meet program operational commitments. You will develop and implement a budget resource program to meet organizational requirements. You will write program instructions to implement organizational change.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serves as senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives in support of personnel accounting in the recovery efforts of catastrophic events; 2) Directs the design of new IT/automation efforts; and 3) Conducts systematic review and evaluation of program accomplishments in the core functions of financial management, human resources, logistics, information technology, contract management and administration.
