Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, OD Executive Secretariat, in Washington, District of Columbia.

Duties
As a Management and Program Analyst, at the full performance level you will perform the following duties:
Assistant the Director assuring that information relating to the critical issues of the day is available and rapidly developed into knowledge for decision-making processes.
Development new approaches or methods for application to major organization knowledge management programs and operations requiring the establishment of long-range program or operational improvements aligned to strategic priorities.
Undertake comprehensive studies of how best to transform individual data points into integrated presentations addressing key issues of concern to the organization and support staff.
Make recommendations and decisions that significantly influence important IT policies and programs; ensuring the integration of organizational programs and services with organization IT policies and practices, developing solutions to important integration/interoperability issues; communicating complex technical requirements to non- technical personnel, and preparing and presenting briefings to senior agency management on complex/controversial IT problems and issues.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
Providing advice to senior leadership on all areas of IT policies and process, ensuring continuity of major initiatives through organization, data formulation, analysis, and review.
Implementing, coordinating and/or overseeing a variety of complex management programs impacting the agency's activities in participation with various Subject Matter Experts (SMEs) in the development of high-level process improvements, programs, and products to further implement policy reforms.
Initiating, researching, and drafting substantive documents, including papers, reports, and policy regarding the application of law or policy in areas of immigration, enforcement, supervisions, or program oversite.
Analyzing statistical studies and/or technical point papers, draft policy related to the goals of improving management and supervision and provide input to leadership.
