You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER/PHYSICS/MATHEMATICS/COMPUTER SCIENCE in the RESEARCH & DEVELOPMENT GROUP, WEAPONS & WAREFARE SYSTEMS TEST DEPT of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will Manage all funding, resources, and employees assigned by the Branch Head. You will establishes work schedules and short/long term resource requirements for assigned employees. You will Assist Branch Head in ensuring manpower billet requirements are met, recruits and staffs to optimize a balanced workforce representing diverse scientific and technical disciplines. You will be responsible for the planning and evaluation of assigned employee performance plans and individual development plans; evaluates assigned employee work performance and makes recommendations for status changes and promotions. You will ensure branch productivity through effective employee performance feedback, communication, guidance, and succession planning for assigned employees. You will Interacts with Branch Head, 5K Department leadership, and with branch affiliated program stakeholders to ensure T/E resource needs are met for their assigned employees. You will ensure training and development of their assigned employees including T/E, and command mandatory training requirements are met. You will be responsible for the direction of assigned new engineers in the Engineer and Scientist Development Program (ESDP), providing oversight, guidance, leadership, and training during their initial years with NAWCWD.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Using Test & Evaluation (T &E) processes to test weapons, sensors, or platform systems in accordance with NAVAIR instruction 3960.4; 2) Using risk management processes in the development of test planning strategies and test execution; 3) Training and mentoring personnel in T & E processes; 4) Working with program office, joint services, and contractors to ensure T & E requirements are met. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
