Duties

At the GS-11 Level you will perform developmental duties, as assigned. At the GS-12, Full Performance Level, you will perform the duties listed below. You will serve as an instructor and scientific subject matter expert (SME) for the NAVSAFENVTRACEN with responsibility for teaching occupational health and environmental related subjects. You will serve as an instructor and scientific subject matter expert (SME) for the NAVSAFENVTRACEN with responsibility for teaching occupational health and environmental related subjects. You will provide instruction to Navy and Marine Corps personnel, safety and health officers and professionals for a variety of shore based and afloat commands. You will conduct professional classroom training in a wide range of subjects related to the scientific application of industrial hygiene, occupational safety, and environmental protection. You will communicate expertise and ideas to participants in resident and online classrooms. You will communicate expertise and ideas to participants in resident and online classrooms. You will act as a technical contracting officer representative (COR) or alternate (ACOR) for safety, health and environmental contracts. You will provide technical expertise to all levels of organizations and individuals in the fields of industrial hygiene, occupational safety, and environmental protection. You will provide specialized information relating to the identification and elimination of occupational conditions affecting the health of personnel.

Requirements

  • You will be required to travel to CONUS and OCONUS locations.
  • You will be required to properly wear personal protective equipment, including a respirator, appropriate to the type of training and/or demonstrations conducted.
  • You will be required to pack, handle and travel with multiple boxes and wheeled cases weighing 25 to 50 pounds each.
  • You may be required to travel up to 25% of the year.

Qualifications

There is a Basic Requirement for each of series. See the "Education" section of this announcement for details. To qualify for the GS-12 level, in addition to meeting the Basic Requirement for one of the job series, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public using professional knowledge of industrial hygiene concepts, principles, and practices and knowledge in a broad range of environmental, chemical, and physical factors and stressors involved in and resulting from industrial operations performing the following: 1) Providing instruction on topics of interest or need to an audience who is external to your organization using formal and informal methods. 2) Collaborating with various subject matter experts and other professionals on instructional topics to be delivered and to assist in coursework development, curriculum outlines, instructor guides and trainee guides. 3) Communicating written and spoken information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. 4) Preparing, receiving, reviewing, and verifying documents; maintaining office records; locating and compiling data or information from files; compiling information for reports; keeping a calendar and informing others of deadlines and important dates. 5) Using knowledge of oil and hazardous substance spill response, Emergency Management principles and National Incident Management System and FEMA processes and regulations. 6) Formulating and developing course materials for highly complex subject areas typically requiring research and authoritative knowledge in the specialty field. 7) Providing guidance to junior staff members in these areas as required. 8) Monitoring and testing techniques and instrumentation in order to demonstrate usage in a classroom setting. QUALIFICATION THROUGH EDUCATION:
You may also qualify for the GS-11 Level using education to substitute for specialized experience if you possess the following:
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
A combination of higher-level graduate education and experience.

There is no educational substitution for experience at the GS-12 level.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
