You will serve as a the Petroleum, Oils and Lubricants (POL) Compliance Section Supervisor for the Environmental Division of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will provide design and analysis of new and existing facilities and infrastructure. You will interpret professional engineering principles and practices for technical field operations and process or policy support in civil, mechanical, electrical, structural or architectural design. You will review manage the Regional POL and Storage Tank program. You will evaluate compliance of installations with POL and storage tank regulations and policies You will establish the scope and estimate for studies and repair projects You will assist in the problem resolution process. You will present technical information to a group.

  • The incumbent must obtain, maintain and use a government travel card.
  • The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.
  • The position is eligible for telework. This position may be eligible for telework on a situational or regular and recurring basis to be determined by activity where the position is filled.
  • Occasional travel away from the normal duty station is required.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1. Incumbent must poses knowledge of applicable Federal, State, regional, local environmental laws and regulations as well as DoD and U.S. Navy instructions and policies in the following environmental programs: Storage Tanks, Spills, And Petroleum, Oil and Lubricants (POL). 2. Incumbent must possess ability to perform technical reviews and project management responsibilities for architectural and engineering services and construction services to include: preparing contract solicitations, serving on contract selection and technical evaluation boards, preparation of contract scopes of work and estimates, tracking contractor efforts and costs, validation of invoices, review of contract deliverables, and contractor evaluations. 3. Technical expertise in POL and Storage Tanks (AST/UST) compliance for customer activities. 4. Incumbent must possess strong verbal and written communication skills and be able to provide briefings, point papers, or other technical information to the Environmental Business Line, Commanding Officers, Public Works Officers, major claimants, and other Federal, state, or location jurisdictions as required. 5. Incumbent must be able to set overall program objectives and identify needed resources; Must identify program funding needs and must accurately mange/track fund execution. The incumbent must forecast requirements over extended period of time and ensure timely submissions of funding requests. Education

Applicants for the Environmental Engineering (0819 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Biology (0401 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.

OR

You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

You have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

You have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
