The primary purpose of this position is: Functions as supervisor of the Maintenance Operations Center (MOC}, debriefing, scheduling, planning, documentation, maintenance analysis, management information systems, and aircraft production controller duties. The organizational location of this position is: 97 AMW/MXOOM, Management Support Flight, Maintenance Operations Center.

Duties

Performs work involving the preparation of plans for specific projects or operations, including scheduled and unscheduled maintenance requirements. This includes collecting supporting design specifications, machine process data, maintenance interval requirements, and historical data; and/or compiling estimates of requirements for specific skills, worker hours, and materials; Assigns, directs, and reviews the work of approximately 5 Production Controllers ranging in grades from GS-5 to GS-7 and one Management Assistant in grade from GS-5 to GS-7. Performs work involving the scheduling and dispatching of jobs for "manufacturing/repair activities on the basis of production line or shop capacity, status of work in progress, time required to complete the activity, availability of materials and tools, and urgency of need; Performs work involving maintenance of status boards. Performs work involved in expediting progress. This may involve adjustments in the routing of work in process occasioned by changes in priority, delays in receipt of materials, machine breakdowns, deficiencies in machine process, or deficiencies in materials detected by inspection personnel, etc.; Prepares reports; Reviews, tracks, and processes AFTO Form 781 used to manage the aircraft flying hour program. Performs work involving use of an automated system to maintain accounting and/or historical records, plan, schedule, and/or manufacturing/repair processes; Accomplishes coordination with management, staff and support organizations to ensure continuity of total production output; Supervises the debriefing process. Reviews, tracks, and processes AFTO Form 781 used to manage the aircraft flying hour program.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Performs other related duties as assigned.
  • Duties may require an uncommon tour of duty.
  • Performs cross utilization training and task verification training of assigned personnel.
  • Access may be required to areas or information classified up to and including SECRET.
  • This is a Non-Critical sensitive position. Must be able to obtain and maintain a Secret clearance.
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent (CONT)
  • (CONT.) Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoD 1200.7, "Screening the Ready Reserve")

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE FOR CURRENT OR PREVIOUS FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of recurring manufacture, overhaul, or repair of products or projects using multiple process production methods and procedures to develop information necessary for the control of a complex product, i.e. large self-propelled ordnance, complex missile-launcher system, major systems and airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects. SPECIALIZED EXPERIENCE FOR EXTERNAL APPLICANTS WITH NO PREVIOUS FEDERAL EMPLOYMENT: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of recurring manufacture, overhaul, or repair of products or projects using multiple process production methods and procedures to develop information necessary for the control of a complex product, i.e. large self-propelled ordnance, complex missile-launcher system, major systems and airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. Internal applicants must meet one year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. External applicants must meet one year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, schedule, and take corrective action to meet emergency and regular work load requirements. 2. Knowledge of assigned aircraft (i.e., C-5, C-141, C-17, KC-135, or civilian equivalent). 3. Ability to interpret manufacturing terminology, data, standards and instructions, and to relate them properly to the particular control project assigned in preparing production plans and schedules and in maintaining effective follow-up. Ability to collect, compile and correlate production data from a variety of sources. Ability to correlate and analyze a variety of routine production data. 4. Knowledge and skill of the distribution of personnel to obtain a balance in workload. Knowledge of aerospace systems and subsystems. 5. Knowledge and skill of appropriate production processes and material posture to assure continuing availability of material requirement. Knowledge of assigned equipment. 6. Skill in oral communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
