This position is located in the VHA Digital Health Office, Office of Health Informatics, Clinical Informatics, Clinical Experience (ClinX) Division, Product Management Engineering and Analysis. Clinical Informatics is the focal point for the advancement of the Department of Veteran Affairs' (VA) electronic health record (EHR) and information systems. This vacancy may be filled in Washington, DC or a location to be determined.

Duties

Supports the first phase of analysis where information is gathered using market and user research to understand and define a problem space, serving as a liaison between customer, users and IT to ensure that the health IT systems and capabilities are designed to improve the healthcare experience for Veterans and their beneficiaries. Provides analysis and design tasks related to support the development of technology solutions to ensure that solutions meet business needs and align with architectural governance and standards. Inspects workflows to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools. Utilizes understanding of cognitive and scientific underpinnings of medical decision making to capitalize on information system capabilities in improving clinical processes. Participates in agile ceremonies such as stand-ups, story refinements, and team retrospectives; ensure the team has a clear understanding of priorities and next steps. Ensures voice of the customer guide development teams in building software capabilities with the highest business and customer impact. Supports prioritizing and manage product backlogs and incorporate feedback from business stakeholders to guide continuous product improvement. Conduct user acceptance testing to confirm acceptance criteria are met, and to ensure proper functioning and data accuracy and completeness of complex, interrelated and interdependent software applications. Participates in sprint planning to determine the team's objectives for the upcoming sprint, and leads the sprint review meeting to present the output from the sprint to key stakeholders. Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM (Compressed/Flexible Schedule: Available) Telework: Available (Applicant is required on site 50% of work schedule per pay period) Remote: This is not a remote position. Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%. Position Description Title/PD#: Health System Specialist/PD928590 Physical Requirements: The work will involve standing, sitting, and walking. Travel to local institutions and to other facilities within the VISN as well as VA central office may be necessary on an occasional basis, which could require carrying light items, driving a motor vehicle, and working long hours under stressful situations. Most activities will be performed at a computer terminal.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess one of the following: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement OR, Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND, GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience would typically include, but are not limited to: Assessing the impact of Information technology and informatics initiatives on end user workflow clinical processes and achieving programmatic goals; Providing guidance for interim, phase, milestone, and final project reviews; Identifying project documentation requirements and procedures; Supporting development and implementation of product release plans; Coordinating the resources necessary for successful project completion, while overseeing all schedules and timelines, change control procedures, resource estimation and management and project maintenance procedures; Planning and coordinating implementation of process improvement. AND, Selective Factors: Training and mastery of applying, lean and agile methods for continuous improvement. Experience applying system engineering thinking and methods for scalability. Experience managing an enterprise product that is used by a very large user-base. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
