This position is assigned to Sexual Assault Prevention and Response Section (N912); Family Readiness Department (N91); Fleet and Family Readiness (FFR) Programs (N9); Commander, Navy Installations Command (CNIC). Incumbent serves as the Sexual Assault Prevention and Response (SAPR) Section Supervisor. This position is established to analyze, evaluate and advise management of the effectiveness of line programs and/or the efficiency of the mangement of assigned programs.

Duties include but are not limited to:
Provides policy/program development and financial management expertise including resource planning and development for the Navy's Sexual Assault Prevention and Response (SAPR) programs to ensure a high quality, flexible, support program of human services for active duty military and their families.
Performs analysis, evaluation, and advisory assignments related to the effectiveness of line programs and efficiency of the management of operating programs that provide response and support services to victims of sexual assault and aid in the prevention of sexual assault.
Advises organizational leadership on policies, programs and initiatives regarding the prevention of sexual assault and response services to victims.
Conducts briefings and responds to Congressional and higher headquarters queries regarding the sexual assault and prevention programs.
Analyzes issues, identifies best course of action, determines potential impact on subordinate organizations, and recommends corrective action.
Conducts or researches issues that may require modification to regulations/policy.

Conducts or researches issues that may require modification to regulations/policy.
Coordinates and prioritizes special projects for submission to Program Manager and/or higher authority.
Develops new methods, organizational structures, and management processes.
Counsels and advises program analysts on methods and procedures, management surveys, management reports, and control techniques.
Participates in interview panels, recommends, and approves hiring, promotions and reassignments.
Conducts detailed analyses of the structure and complex functions and work processes of the FFSP/SAPR programs, and makes recommendations for improvement in the effectiveness and efficiency of the installation-level FFSP/SAPR programs and work operations within assigned area of responsibility.
Drafts memoranda or other documentation, when required for leadership.
Prepares supporting documentation in the form of spreadsheets, Power Point presentations, databases, word documents for presentations and proposals by higher-level management.
Conducts presentations on subject matter related to the work area.
Directs work to be accomplished by staff.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
Conducts annual performance reviews of staff.
Participates in section staffing decisions.
Ensures staff receives proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Requirements

- Must have or be able to obtain and maintain a current state driver’s license.

A qualified candidate possesses the following:
A minimum of four (4) years of specialized experience with the Department of Defense (DoD) or Department of the Navy (DON) program requirements and operations related to sexual assault prevention and response.
Knowledge and understanding of the requirements and operations of the Department of Defense (DoD) and Department of the Navy (DON) programs related to sexual assault prevention and response.
Knowledge of sexual assault services, current prevention and intervention skills, techniques, and theories.
Knowledge and experience in brief, solution-focused sexual assault services, clinical counseling and current prevention and intervention skills, techniques and theories.
Ability to work with military families.
Knowledge of military community support programs.
Knowledge of Federal and agency regulations; knowledge of specific organization's and program mission, as well as knowledge of pertinent laws, regulations and policies related to program/operations area in order to consider their impact on programs.
Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, agency programs and activities; agency mission, policies, and objectives; management principles and processes; and analytical and evaluative methods as it relates to the Navy wide Fleet and Family Support Programs.
Knowledge of and ability to apply qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which impact Navy or FFSP program goals and objectives.
Knowledge of research methods, information retrieval, and data organization for analysis, decision-making, and formulation of recommendations and policy. Research methods may include interviews, focus groups, working groups, surveys, and data search.
Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues.
Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions.
Knowledge of techniques and formats required for effective communication with Political Appointees (PA), Members of Congress, Senior Executive Service (SES), and flag level officials as well as in drafting policies/programs.
Knowledge of CNIC's EEO policy and procedures.
Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
Ability to develop and effectively deliver presentations and/or training.
Ability to perform the full-range of supervisory duties.
Ability to communicate effectively both orally and in writing.
