The employee will serve as the IT Program Manager and will be responsible for leading deep technical program management and associated engineering leadership, cross-functional coordination, and inter/intra-team communications to deliver secure technical program outcomes for a wide variety of broad and focused program management activities.

Position Overview
The IT Program Manager serves as a senior agency program manager at the Federal Housing Finance Agency (FHFA) within the OTIM and who possesses a comprehensive understanding and expertise in various Agency-specific matters. This includes adept management within the Program Management Office (PMO) methodology and principles in addition to proficiency in the Project Management discipline, aligning with the unique requirements and objectives of the FHFA. This role involves overseeing critical projects and coordinating with different departments, divisions, offices, and teams to ensure the effective implementation of information technology strategies.
Major Duties & Responsibilities
The IT Program Manager duties listed below are at the EL-14 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty:
Serve as lead program manager for highly complex or critical IT projects.
Monitor project risks and contingencies for IT programs to ensure successful delivery.
Establish and monitor performance metrics for IT systems or programs and identify opportunities to improve system performance.
Apply technical skills to the management of assigned programs to ensure consistently strong performance that meet agency needs.
Establish and manage the full scope project plans for IT related projects, including setting timelines, stakeholders, contingencies, and reporting requirements.
Regularly apply the principles of project management for complex IT projects.
Review contractor deliverables for assigned projects to ensure compliance with standards and expectations.
Serve as project manager in a fast-paced and flexible manner by implementing agile practices/principles to meet organizational needs.
Lead complex, cross functional project teams, including both technical and non-technical team members.
Work directly with non-technical stakeholders to understand business needs and translate those to technical program requirements.
Serve as primary liaison with key senior-level non-technical user stakeholders to maintain open communication on the development, implementation, and maintenance of technical systems.
Serve as a primary project lead for a complex project or program that involves multiple IT disciplines.
Identify contingencies or other linkages between different technical systems or processes and worked with subject matter experts to ensure seamless integration.
Integrate previously disparate systems or process to enhance efficiency or effectiveness of a process or system.
Perform other duties as assigned.

MINIMUM QUALIFICATIONS:
Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with the statements described below.
Examples of specialized experience include:
Applying project and program management principles to the successful development and implementation of information technology (IT) solutions for an agency or organization.
Advising leadership on project status and risks, including communicating highly technical updates to non-technical staff.
Identifying and planning for projects or programs designed to enhance or modernize an agency, including conducting requirements validation with stakeholders and managing budgetary or procurement activities related to assigned actions.
Leading project teams across various IT disciplines to develop and implement solutions to support the achievement of an agency or organization's mission.
Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-14 position, applicants must have served 52 weeks as an EL/GS-13 or higher in the Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
