About the Position: Serve as a Management Analyst within the U.S. Army Medical Command (USA MEDCOM), Office of the Deputy Chief of Staff (DCS), G-8/9, Readiness Analytics Directorate (RAD). Elicits, analyzes, validates, and documents organizational and/or operational requirements to support the business needs of stakeholders, including the HQ Department of the Army, USA MEDCOM, the Medical Readiness Commands and other Army stakeholders.
Duties
Lead and participate in cross-functional planning that requires designing and conducting comprehensive management studies.
Develop reports from various data systems for constructing fact-based and data-driven information.
Responsible for analyzing the outcome and performance of military treatment facility operations.
Provides in-depth analysis of the long-term resource requirements, including specific recommendations to balance resources and maximize mission objectives.
Collects summarizes, assesses, and reports data and metrics related to Army Medical readiness programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a travel requirement of at least 5% of the time may be required. TDY may include local and/or overnight travel.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience for the GS-11: One year of specialized experience which includes evaluating difficult-to-define trends and patterns, problem areas, and causal relationships in the operational and business environment and develops alternatives to meet strategic, operational, and organizational objectives and expectation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for the GS-12: One year of specialized experience which includes collect, summarize, assess, and reports data; conduct special cost analysis and cost effectiveness studies; identify changes and effects pertaining to medical readiness programs; prepare cost analyses and market surveys; and evaluate difficult-to-define trends and patterns, problem areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience for the GS-13: One year of specialized experience which includes eliciting, analyzing, validating, and documenting organizational and/or operational requirements to support the business needs; an understanding of healthcare operations, programs and projects, business practices, and organizational relationships. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. You must meet the qualification requirement using experience alone to qualify at the GS-12 or GS-13 grade level - no substitution of education for experience is permitted to qualify at the GS-12 or GS-13 grade level.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 for the GS-11 grade level, GS-11 for the GS-12 grade level, and GS-12 for the GS-13 grade level).
