About the Position: This position is located at the Naval Health Clinic, Oak Harbor. Directorate of Resource Management, Financial Management, WA. The incumbent will perform various duties and responsibilities of a Financial Management Analyst including accounting, budget, and other related financial management work.
GS-09 Salary: Minimum $67,147-Maximum $87,291
GS-11 Salary: Minimum $81,242-Maximum $105,642.
Duties
The incumbent will perform one or a combination of two or more of the following types of work
Advise on work in any of the phases or systems of budget administration.
Present and defend budget estimates before authorities.
Review and evaluate budget requests.
Perform analysis of budgets submitted by staff to include the development of the cost/benefit analysis and request for funding.
Review accounting data to correct or adjust line-items entries in an official accounting system such as (Global Fund Enterprise Business System (GFEBS) or similar automated systems.
Compile accounting data and organize requested data into presentations and briefings as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the Education and/or Experience requirements described below. This Position is being filled at the GS-09 or GS-11 level. Duties described reflect the full performance GS-11 level. Duties performed in a developmental capacity under close supervision.
Management may select at either grade with the full performance being at the GS-11 level.
GS-09 Specialized Experience: One year of specialized experience which includes performing administrative work of fiscal, financial management, accounting, or budgetary such as: aiding assigned areas on accounting and budgeting functions; resolving financial and operational system issues to enhance programs and support activities and utilizing budget and/or financial management automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Finance or Economics (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes performing administrative work of fiscal, financial management, accounting, or budgetary such as: providing technical advice and assistance to assigned areas on accounting and budgeting functions; preparing and reviewing financial reports through automated financial systems such as Global Fund Enterprise Business System (GFEBS), Standard Army Financial System (STANFINS) or similar Financial automated systems; compiling and submitting accurate and timely financial reports; recommending changes to budget/accounting policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: as Accounting, Business Administration, Finance or Economics from an accredited college or university (Note: You must attach a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
