You will serve as a SUPERVISORY GRANTS MANAGEMENT SPECIALIST in the RESEARCH SUPPORT DIVISION IN THE ACQUISITION DIRECTORATE, WHICH IS UNDER THE OFFICE OF THE ASSISTANT VICE PRESIDENT FOR RESOURCE MANAGEMENT of UNIF SRVS UNI OF THE HLTH SCI.
Duties
You will be responsible for the award and administration of all grants and cooperative agreements (CA) within the Uniformed Servies University (USU).
You will be responsible for all business-related activities associated with the negotiation, award, and administration of grants and CAs within the USU.
You will provide oversight and direction for grants and CA management activities of Acquisition (ACQ), as well as coordination, support, interpretation and
process improvements of grants policies and procedure.
You will provide expert advice to the Research Support Division (RSD), ACQ Director and other senior USU officials on issues related to grants and CAs.
You will provide input and develops, with some guidance, grants and cooperative agreements policy; and provides oversight and direction for grants and cooperative agreement management activities.
You will exercise responsibility for planning, organizing, and coordinating grant, cooperative agreement and management authority for an assigned portfolio of research activities of the University.
You will Integrate, synchronize, and determine grant and cooperative strategies to support the University's mission.
You will coordinate and negotiate complex and sometimes contentious issues with a wide range of organizations outside of the University, including at the executive level.
You will be an expert on effective methods of supporting military medical research activities using the private sector, academic institutions, non-profit partners, and the unique legislative authorities held only by USU.
You will develop, submit for approval, and implement assigned changes in policy and procedures based on new legislation, regulations, and DOD-level policies.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reviews, evaluates, and provides specific guidance concerning soliciting, negotiating, awarding and administering grants, cooperative agreements and Other Transactions for education and medical research programs.
