The primary purpose of this position is to serve as the Community Resilience Program Manager for a large diverse installation with over 20,000 personnel, spanning five Major Commands, with the responsibility of overseeing day to day strategic long term operations of all prevention, resilience, Community Action Board, and Community Action Team initiatives.

Duties

Exercise supervisory personnel management responsibilities at least 25% of the time provide guidance to installation leadership on all quality of life and resilience matters impacting unit climate and assigned members. Leads Community Resilience Program to include Community Resilience Coordinator Leads, Community Resilience Coordination and Peer Support Volunteer network.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in recommending revisions to organizational procedures implementing quality of life improvements and responding to employee and installation issues of concerns; working knowledge of pertinent civilian and military laws, regulations, policies, and precedents which affect the use of program and related support resources in the area of installation and base resiliency, as well as the major issues, program goals and objectives, work processes, and administrative operation of the installation; establishes and maintains collaboration between various military and community resources, improve access to a variety of helping agencies and build a network of programs and services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of pertinent laws, regulations, policies and precedents with affect the use of program and related supported resources in the area of installation resiliency. 2. Knowledge of available installation and community helping agencies/resources (i.e. Airman & Family Readiness Center, Employee Assistance Program, Civilian Health Promotion Services, Sexual Assault Prevention and Response, etc.). 3. Skill in planning, scheduling, and conducting projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions. 4. Skill in preparing and presenting initial training, briefings and presentations; ability to develop course material for briefings and training materials for a variety of audiences and possess skill in dealing with customers and the public. 5. Ability to communicate effectively both orally and in writing; negotiate issues; and maintain good working relationships. PHYSICAL DEMANDS The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work. WORK ENVIRONMENT The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
