The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. Multiple positions located in the Bureau of Labor Statistics (BLS), Office of Administration (OA).

Duties

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so. Duties include, but are not limited to the following: The incumbent has contact with employees, supervisors, and managers of BLS who are outside of the immediate office. Monitor special and sensitive issues that often involve coordination among the Divisions within the Office of Administration. Communicate with customers internal and external to the agency to collect and report on program information; recognizes the link between oral communication and business performance. Assist in the conduct of special studies and analyses related to office functions and areas of improvement such as automation, performance measurement, and process improvement that may involve the adjustments of funds, personnel, and other resources. As requested, conduct research to answer questions on the application of various administrative policies including the BLS confidentiality policy to specific Bureau operations, the Freedom of Information Act, the Privacy Act, the Federal Advisory Committee Act, the Federal Information Security Modernization Act, employee ethics and conflict of interest and appropriation laws and regulations. Provide authoritative advice and assistance on administrative and management matters, and monitors special and sensitive issues, often involving coordination among the Divisions within the Office of Administration. Serve as the liaison between the Office of Administration and other organizations internal and external to BLS concerning administrative and management activities. Serve on and sometimes leads, task forces, committees, and other specialized groups concerning activities involving the division. Work independently on management studies to: evaluate, advise on, and improve the effectiveness of work methods and procedures; identify and/or resolve management problems; improve information flow and documentation; and address other issues of management concern. For broad and comprehensive studies, often plans and organizes the study and serves as team leader.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes: Experienced in utilization of theories and principles directly related to administrative and management systems; Applied analytical and evaluative methods in order to propose recommendation and solutions to achieve intended results. Prepared formal documents, correspondence, and reports directly related administrative processes.

Education may not be substituted for experience at this level.
