The Human Capital and Resource Management Directorate serves as the principal advisor for the Department's Financial Management Certification Program, strategic human capital strategy, and administrative functions of OUSD(C). The Financial Workforce Management Division serves as the DoD financial management community advocate ensuring the workforce has the competencies and capacity to acquire, develop, and sustain needed talent to meet the Department's current and future mission requirements.

Duties

Serves as OUSDC's authoritative source regarding strategic communication and engagements and as the subject matter expert for strategic communications overseeing written, printed, and digital communications, and collateral materials. Develops communication strategies and recommends innovative solutions to meet communication and outreach goals. Oversees design, development, and maintenance of relevant and timely content and graphic design for digital communications to achieve OUSDC program objectives. Collaborates with Public Affairs and other OUSDC program offices ensuring alignment with Department communication objectives and messages are incorporated into products supporting the OUSDC program communications and engagements. Develops and executes a senior leadership external engagement strategy such as: interagency partners, academia, industry, Military/Veteran Service Organizations, non-governmental organizations, and other key stakeholders.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13)within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: experience with communication, writing, and editing; leading development and delivery of communication products such as briefing decks, talking points, newsletters, brochures, slick sheets, or pamphlets; and participating in the planning, coordination, and execution of large, in-person official events. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
