This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Chief, Buildings & Grounds Branch.

Duties

Serve as Chief, Buildings and Grounds Branch ensuring the necessary integration and coordination into the overall Directorate program. Responsible for overseeing the contracted/IGSA performed services for the operation and maintenance of installation buildings, grounds, and roads. Serve as the Supervisory Contracting Officer's Representative (COR) responsible for contract management and surveillance, ensuring that contractor's performance complies with all contractual provisions and regulatory requirements. Perform special projects as assigned by the Director and/or Operations and Maintenance Division Chief, on issues relating to contractor/IGSA efficiency, cost-benefit analysis, and process improvement.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of experience in the Federal service managing the facility operations program for all Army Facilities of the public works department; perform maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects; conduct surveillance activities over construction and maintenance operations performed by a variety of contractors, including reviewing project plans and specifications for workability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
