THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MILITARY FUNERAL HONOR PROGRAM COORDINATOR, Position Description Number PDD2023000 and is part of the WY Deputy Chief of Staff Personnel, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Duties

This position is located in the Military Personnel Office (MILPO) of the Wyoming Army National Guard (ARNG). The purpose of the position is to serve as the primary point of contact, coordinator, and manager of the daily functions of the Military Funeral Honors Program, and serve as the advisor for questions regarding Military Funeral Honors and to provide Casualty Assistance as required. (1) Performs program development and the coordination of functions for the Military Funeral Honors Program (MFHP), which provides military funeral honor ceremonies for service members and veterans. (2) Develops, manages, and coordinates MFHP training for the state. Is responsible for maintaining the documentation and recording the certifications into the various NGB required systems. (3) Serves as the primary point of contact, coordinator, and advisor for questions regarding Military Funeral Honors and/or Casualty Assistance. Receives request for Honor Guard support, verifies eligibility, and assigns appropriate Funeral Honors Staff to perform the ceremony. (4) The Military Funeral Honors Program Coordinator (MFHPC) also interacts with the community by providing briefings on the capabilities of the program, eligibility requirements, and procedures to receive Honors, as well as the training for Military Funeral Honors. (5) MFHPC is responsible for consolidation of Military Funeral Honor's expense information used to make estimates for the program's annual operating budget. MFHPC participates in the establishment and control of fiscal programs necessary to ensure compliance with applicable state funding rules and regulations. ** This is NOT an all-inclusive list of duties. **

Para/Line: 1320/780 Selecting Official: MAJ Daniel Johnson AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued as follows: Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the G1/MILPO. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard. Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE In-State Applicants: Min: E5/SGT Max: E8/MSG Out-of-State Applicants: Min: E5/SGT Max: E7/SFC Out-of-State enlisted applicant's military grade cannot exceed the maximum military grade authorized. DESCRIPTION OF WORK: Work involves supervising or performing work requiring knowledge of (a) the basic processes of administration, (b) the principles and standard practices of management, and (c) the techniques of organization, direction, coordination, and control. MINIMUM REQUIREMENTS: Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess at least 1-year specialized experience, education or training equivalent to at least the next lower grade level (GS-07). Applicants must have experience providing technical guidance and assistance in Funeral Honors or comparable work of the position to be filled. Must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. Preference will be given to applicants that are Phase II Military Funeral Honors Training Qualified. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) Knowledge of applicable military regulations, policies, and directives relating to Military Funeral Honors and Military Drill and Ceremony. Knowledge of deceased service member's entitlements and forms relating to the entitlements. Skill in managing a program including problem solving, motivating others to take necessary actions, and negotiating the allocation of resources for the program. Skill in establishing and maintaining an effective working relationship, using tact and diplomacy in interacting with individuals/families and program support representatives. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. DRIVER'S LICENSE: Must possess a valid driver's license.
