The incumbent serves as the Assistant Chief, Business Office at the Cheyenne, WY VA Medical Center with the primary responsibility of assisting the Business Development Service Line (BDSL) Chief in overall supervision and management of BDSL. As the full assistant to the Chief, the incumbent shares the delegated authority and responsibility to manage and direct all technical and administrative program areas within the BDSL.

Duties

MAJOR DUTIES AND RESPONSIBILITIES: Assists the Chief of BDSL in all duties as assigned. Employee writes, reviews, and develops policies for all sections within BDSL, including outpatient scheduling, HIMS, Community Care, and inpatient administration. This requires the employee to be a SME in each BDSL section, including outpatient scheduling, HIM, Community Care, and inpatient administration. Employee effectively evaluates BDSL programs for efficiency and productivity to support healthcare systems and patient administration. Employee supports the Chief of BDSL in analysis for increased utilization and optimization of BDSL programs. Responsible for initiation and oversight of an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment. The Veterans Health Information & Technology Architecture (VistA) is one of the largest of its kind and breaks many barriers in the areas of public domain software, language standardization, and decentralization of ADP within the VA. Employee Must possess vast computer knowledge in creating and capturing data. Responsible for investigating customer complaints about issues in HIM, community care, inpatient operations, clinic operations, and all other BDSL operations and prepares written responses on behalf of the Chief of BDSL. The employee must prepare executive letters, memorandums and other written communication that are forwarded to VISN, VHA, VACO, or external stakeholders. Reviews draft correspondence in response to inquiries from Veterans, Congressmen, Senators, Veteran Services Representatives, and other inquires. Prepares final correspondences as the Chief of BDSL. Accuracy and timeliness are of paramount importance in that any error, even minute, can result in loss of workload and funding for the institution and can reflect adversely on the Medical Center. This information is also an integral part of our ability to provide quality medical care to our Veteran population. Performance is judged in terms of results achieved and decisions made and total program management effectiveness through management reports, briefings, audits, assessments, and business acumen and change driven results. The employee has oversight of various BDSL program areas. Employee evaluates BDSL programs for compatibility with organizational goals, strategic plans, guidelines, and effectiveness in achieving intended VA objectives. Determines goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plan for long-range staffing needs, including such matters as whether to contract out work. Performs under policies established by the Under Secretary for Health and the Secretary for Veterans Affairs and is responsible to them for effective and economical management for health care system activities. Principal guidelines include Public Laws and related regulations, Executive Orders, Comptroller General Decisions, OMB and OPM regulations, VA national goals, objectives, policies and standards, and VA Manuals, Program Guides and Circulars. Notifies the supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes. Daily review of active/pending consults, recall list, pending VA Online Scheduling (VAOS) requests and any relevant communications for accuracy and disposition. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.Examples of specialized experience would typically include, but are not limited to: Practical understanding of the terms used by clinical staff and the administrative implications of medical care needs; establish and effectively communicate business priorities; use time effectively; meet and deal with people; delegate work effectively; write clear reports; design and implement practical administrative and technical systems. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of mission-essential facility program; develop and apply new or modified work methods, management processes, and procedures for administering program services. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The majority of the work takes place in an air-conditioned environment with adequate lighting and equipment such as personal computers. However, the incumbent will also deal directly with patients and families on the ward or clinics to resolve issues/problems. Considerable time will be spent in preparing reports and documents on the computer.
