The incumbent serves as the Chief of the Business Development Service Line (BDSL) for the Cheyenne VA Health Care System. As the Chief, Business Development Service Line, the incumbent provides overall management and leadership of the service. The incumbent serves as a senior advisor and reports directly to the Associate Director of the Cheyenne VA Health Care System.

Duties

The Chief, Business Development Service Line collaborates in team-oriented, customer-driven, professional environment to develop new models of care that emphasize prevention, improve access and coordination of care; educate and empower patients and their families; enhance the customer experience with position human interactions and therapeutic alliances; and promote the coordination, continuity, and integration of care. Demonstrates flexibility, integrity and accountability with a work ethic that emphasizes excellence and quality; and builds customer confidence by professional dress and demeanor. The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. The incumbent carries out Equal Employment Opportunity policies and program activities. The incumbent provides technical and administrative supervision and overall responsibility for approximately 245 FTE which includes Medical Support Assistants (MSAs), CBOC MSA Trainer, Business Office Support Services (BOSS) which includes Non-VA care (Purchased Care), Community Care Network, Health Information Management (HIMS) which includes Coding, Release of Information, Transcription, Record Processing, and Records Control Management; the Program Application Specialists (PAS); and the Enrollment Office which includes the Administrative Officer of the Day (AODs) and Health Benefit Advisors. The incumbent establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs. Has full-delegated authority and responsibility for executive level management of the Health Administration Services, oversite of the Business Operations Section, Resource Management Section, and the Scheduling Operations Section. The incumbent directs and manages the application of all federal, state, and local laws regarding health care and the eligibility provisions of the VA; directs human resources responsibilities within the Business office; provides assistance in budget and planning processes within the VAMC that are in compliance with VHA/VA; participates expert advice and direction regarding the Veterans Equitable Resource Allocation (VERA) and serves as an integral part of the health care systems management team. Designs and implements studies such as gap analysis, population modeling, service demand, needs assessment, Strength/Weakness/Opportunity/Challenges (SWOC), make/buy analysis, and other studies to analyze results/data to develop both short and long-range strategic direction/plan and annual business plan to the MCD to inform decisions in staffing levels/distribution, space, equipment, contract, budget/spend plan, education/training plan, and tactical objectives. Responsibilities require the application of knowledge of national VHA healthcare programs meeting inpatient and outpatient missions for a healthcare system with multiple sites and satellite outpatient clinics distributed across a wide geographic area. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience interpreting, developing and implementing policies, programs, or systems necessary to manage complex administrative services, exercises supervisory and managerial authority, oversees planning, direction, and execution of programs, administers long-range plans, goals and objectives of organizational units. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
