Duties

This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator - Permitting and Taxation - National Revenue Center. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Coordinate projects involved with publishing of new or updated forms and publications; new or updated information or capabilities on the Bureau's internet and internal web sites; as well as involvement in development of interactive applications made available to the public on the Bureau's web site. Participate in acquisition planning, contract formation, and contract administration; develop a contract administration plan and monitor contract performance. Assist the contracting officer with processing changes, equitable adjustments, claims, disputes, and appeals. Develop policies, direct programs, and conduct analyses which may involve sensitive issues that can impact any part of Permitting and Taxation (PT), including staffing levels, budget planning, execution (including contracts), revenue and cost tracking or projection, potential changes to PT organizational structure, employee assignments and duties, and management initiatives with potential impact on the working conditions of PT employees. Provide expert technical advice and services concerning tax and permit matters to Bureau Headquarters or other directorates, to alcohol, tobacco, and firearms industry members and associations, and to other government agencies at the international, national, state, and local levels. Participate in the development and execution of broad-based revenue, application, permit and registration programs within the PT and bureau-wide.

Qualifications

You must meet the following requirements by the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Evaluating contractor performance to ensure work is completed under the terms agreed upon; AND Recommending new policies or procedures to increase performance or adherence to regulatory changes; AND Advising on the content of materials established to provide technical or policy information. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Evaluating contractor performance to ensure work is completed under the terms agreed upon; AND Identifying or developing methods or processes to support adherence to regulations; AND Drafting technical documents for approval. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks. For the GS-12, you must have been at the GS-11level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
