This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will serve as a Government Information Specialist located in the Joint Staff Secretariat, Information Management Division, Declassification Branch (DB), responsible for administering declassification review processes.

Duties

As a GOVERNMENT INFORMATION SPECIALIST at the GS-0306-13 some of your typical work assignments may include: Conducts comprehensive reviews of records requested under the six types of declassification processes conducted by the Declassification Branch (DB). Authority in the development and interpretation of guidelines related to FOIA/PA and determines the intent, and interpret and revise policy and regulatory guidance for use by other FOIA/PA specialists in subordinate command. Serves as a Joint Staff (JS) expert for the review, identification and protection of classified and unclassified but sensitive JS originated information in all forms of record material. Provides consistent, relevant and thorough technical advice/guidance to JS J-Directorate Action Officers, Planners and DB contract employees. Conducts final comprehensive quality assurance review on each contractor completed declassification action and on a significant number of pages of documents reviewed by contract employees at the Pentagon and the National Archives and Records (NARA) facility. Conducts initial and final quality assurance review on documents under consideration for release and redact information proposed for denial in accordance with the exemption provisions of the Executive Order (EO) 13526, Classified National Security Information. Assists with the development and implementation of policy, performance metrics, action tasking and tracking processes, standard operating procedures, monthly production reports and performs duties as an Assistant Contracting Officers Representative when assigned.

Qualifications

You may qualify at the GS-13 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Administering the declassification review processes Freedom of Information Act (FOIA) requests for records to insure no inadvertent public release of intelligence Information; Applying federal declassification review process to properly identify various federal agencies classified information within a record and coordinate the record for review with Defense agencies and combatant commands; Conducting declassification reviews, develops and implements effective organizational policy guidance in accordance with Information Security Oversight Office (ISOO) guidance to protect classified information; Preparing classified U.S. strategic nuclear and conventional war planning information, nuclear weapons design technology and the military utilization of nuclear weapons, conventional weapons systems, detainee affairs, special operations and DoD intelligence information for public release. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
