The primary purpose of this position is to serve as a second level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Chief, Headquarters Air Force (HAF) Chief Information Office (CIO) Information Management Operations Branch (HAF/IMIO) within the HAF CIO Support Division (HAF/IMI-SAF/AAII). SAF/AAII

Duties

Plans, organizes, and oversees the activities of the RAF CIO Information Management Operations Branch ensuring the branch complies with legal and regulatory requirements and meets customer needs. Develop goals and objectives integrating organization and branch objectives. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualification and mission requirements. Information Management Program Policy development, interpretation, and oversight in accordance with the Clinger-Cohen Act, Freedom of Information Act, Paperwork Reduction Act, 0MB, and DoD guidance. Develops, reviews, evaluates, and coordinates new and changed policy directives, instructions and/or other AF guidance documents for developing and supporting AF information management. Represents HAF CIO at higher level meetings within the organization, with DoD/service CIO organization working group, and contractor organizations. Establishes, develops, and maintains effective working relationships with DoD, HAF, MAJCOM, and contractor organizations. Directs and/or leads special projects or studies.

  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with records, information management (IM), information technology (IT) management policy and organizational environment, to include all pertinent statutory and regulatory issuances, and understanding of the roles of Congress, 0MB, GSA, National Archives, and OSD in that environment to ensure all information management and information systems, doctrine, policy, and strategies of an organization are fully consistent and compliant. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of overall Federal and DoD records/information/information management (IM)/information technology (IT) management policy and organizational environment, to include all pertinent statutory and regulatory issuances, and understanding of the roles of Congress, 0MB, GSA, National Archives, and OSD in that environment to ensure all Air Force information management and information systems, doctrine, policy, and strategies are fully consistent and compliant. 2. Knowledge of the range of AF doctrine, policy directives, strategies, procedures and other AF guidance applicable to managing information systems as well as the functions, locations, and organizational placement of pertinent AF functional and technical organizations sufficient to correctly determine the impact of potential policy changes and the most effective approach to their implementation across the Air Force. 3. Knowledge of principles and techniques for information systems analysis, design, development, test and installation, sufficient to erasure that AF information systems doctrine, policies, strategies, procedures and techniques foster the consistent application of sound systems management/systems engineering disciplines and techniques. 4. Knowledge of safety and security regulations, practices, and procedures. 5.Ability to plan, organize, direct functions, and mentor, motivate, and appraise the organization through subordinate supervisors. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: An extensive professional mastery and background in records management, information resource management, standards, Freedom of Information Act compliance, Air Force postal operations, communications-computer architectures, automated data processing system design, development, implementation, and life-cycle management as well as staying current in state-of-the-art information resource management capabilities is highly desirable. Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
