This position functions as a Budget Analyst under Health Administration Service at the C. W. Bill Young VA Medical Center. Responsibilities includes a variety of budgetary and administrative procedures involved in the collection, analysis, formulation, and execution with direct concurrence and guidance from the Supervisory Program Specialist in the Travel Department.
Duties
Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents (e.g., employment statistics, project reports, payroll records, and supply inventory records).
Prepares data summaries for inclusion in routine and special reports on budget execution and applies basic statistical formulas (e.g., cost benefits ratios) to budgetary data to illustrate the effects of changes in levels of funding for current projects.
As assigned, performs designated segments of more complex budgetary assignments of higher graded coworkers. For example, prepares the budget estimates for personnel salaries, expenses, supplies, and equipment.
Incumbent gathers, compares, and analyzes data concerning current and future programs and activities with projected costs of operation.
Revenue Cycle Activity-Personal services and other costs associated with revenue cycle activity. Coding on inpatient professional fees and outpatient visits. Bill generation, validation, follow-up, and collection.
Responsible for completing the monthly reconciliation of patient funds accounts in a timely manner and implementing an action plan where findings are indicated.
Responsible for payment of invoices for the facility including activities related to vendors, vendor inquiry, resolving invoice issues and generating selected reports.
Responsible for duties associated with contract technical representative (COR)and must complete 40 hours of training to be designed as COR.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates from support units, and to adjust data in related forms and schedules. The position requires a practical knowledge of a wide range of well-established and commonly applied budgetary and accounting management principles, concepts, and methodologies requiring the application of some judgement and analysis to provide budget management services or resolve problems associated with budget management systems and processes. Knowledge and experience in budgetary and financial relationships with workloads of organizational components to determine whether estimates of funding needs and requests for allotments are in line with program plans and work methods. Experience in identifying, categorizing, and analyzing quantitative data to relate the effects of changes in funding levels to installation equipment purchases, personnel staffing levels, travel, and maintenance. Through knowledge and experience of procedures and regulations concerning the processing of a wide range of budgetary transactions under appropriated funds and reimbursable accounts is used to process and extract budget data from a variety of forms, documents, and reports. This knowledge is also applied to resolve problems in balancing accounts, adjusting discrepancies, developing control records, verifying the accuracy of budgetary data, and adjusting dollar amounts by line item and object class. Incumbent must have thorough knowledge and experience of and comply with laws governing release of information activities, Privacy Act, Prompt Payment Act, and Freedom of Information Act.

Physical Requirements: Work is of sedentary nature with possible prolonged periods of sitting in one position. Some walking, standing, bending and occasional carrying of light items from one area to another.
