As the Budget Analyst for the Bay Pines VA Healthcare System, providing financial management support to the facility and outpatient and community based clinics. The selectee performs a full complement of budgetary functions and duties associated with all phases of the budget process. Additionally, the selectee is responsible for all financial portions of the Capital Investment Proposal (CIP) process, serving as the facility expert in financial aspects for IT, Construction, and Equipment.
Duties
Major duties include, but are not limited to:
Formulate the medical center budget using detailed analysis and estimates to match funding needs with funds for a variety of services;
Assure the development of data and long-term budget formulation;
Gather, compare, and correlate data concerning current and future programs and activities with projected costs of operations;
Analyze and evaluate relationships; compile and coordinate presentation materials for assigned area of the budget; analyzes and evaluates the effects of program plans and budget issues; continually monitors expenditures in relation to planned levels including salary control points;
Serves as the facility subject matter expert regarding the financial aspects of all capital investment proposals [construction projects (NRM, Major, Minor), equipment, and IT]. The selectee is a core member of the Bay Pines CIP team and is specifically charged with development of cost data (both recurring and non-recurring) in order to complete viable cost analysis evaluations of at least 4 alternatives for each initiative over the total life cycle of the asset;
Selectee may be called by the VISN to promote information sharing and training to other facilities
Responsible for the distribution of funds to operating officials; reviews expenditures against plan ensures compliance with personnel salary and ceiling restrictions'
Provide financial advice and budget support to a variety of programs, including education, OI&T, research, VISN and Readjustment Counseling.
Keeps current on new budget policies and advises management on technical details.
Work Schedule: 8:00am - 4:30pm, Monday-Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For GS-11: You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understanding of budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organization, or program assigned; management of the formulation, justification, and execution of the budget of the medical center.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Physical Requirements: Work is primarily sedentary in nature, being performed while seated at a desk. Occasionally, incumbent may carry working files, reference books and similar items to or from other offices, conferences or local records storage area.
