Works independently in the formulation, presentation and execution phases of the budget program and to present solutions or recommendations that are sound, complete and inconformity with established budget policy or procedures. The incumbent must be knowledgeable with medical care funds for affiliated Hospital, medical research and OIT funds.
Duties
Duties consist of the following, but are not limited to:
Exercise judgment in decision making, balance of the over-all budget to assure proper emphasis on the more critical of important areas and the adequacy of justification presented by operating officials, performs comprehensive reviews of facility-initiated reports.
The individual must perform audits of fund control point records on a scheduled basis to insure proper management of funds.
Develop a concise, clear picture of budget estimates and supporting narrative through the use of a comprehensive financial reporting system for leadership and management.
Participates in the entire process of funds control to include planning for PFA restrictions and revisions to original budget plans, preparation of cost ceiling distribution for operating officials, recommendation for changes to original planned distributions, preparations of estimates involving changes due to new legislation or programs.
Negotiates with operating officials on funding reductions and presents recommendations to Budget officer on request for additional funds.
Reviews progress of all obligations and maintains familiarity with operating and financial programs to make early recommendation for reprogramming actions, work closely with operating officials in developing requests.
Analyze progress reports, financial statements and other accounting reports, correlating and verifying information from all available sources.
Develops management reports for presentation to the Budget committee, explains deviations, and if warranted recommends revisions.
Prepares all external reports or analysis that concern budget execution at the facility.
Acts as coordinator of sections in Fiscal Service on matters relating to the budget.
The incumbent also performs other duties as assigned and makes special studies and analyses as prescribed by his supervisor.
Meet the needs of customers while supporting the Medical Center and Service missions.
Work Schedule: Monday through Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze program plans and warranted question the propriety of proposals submitted; Balance budgets; Perform comprehensive reviews of reports; Perform Audits; Fiscal experience; Experience in analytical reasoning and ability to apply that skill to the analysis of budgetary problems and development of alternate solutions involving resolution of conflicting goals an objectives; Make recommendations pertaining to changes in funding, acquisition of funding for new or revised programs, and develop justification for the funds; Analyze progress reports, financial statements and other accounting reports, correlating and verifying information from all available sources.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
PREFERRED EXPERIENCE:
Proficient in Integrated Funds Distribution, Control Point Activity, Accounting and Procurement(IFCAP) and Facilities Management System (FMS).
Knowledge of budget object codes, cost centers, appropriations, and Fund Control Points (FCPs).

Physical Requirements: The work is primarily sedentary but includes some walking, standing, bending and carrying such items such as books, papers, and computer reports are also required.
