Duties
This is a trainee position which reports directly to the Privacy and Freedom of Information Act Officer (FOIA) who is aligned under the facility Associate Director or Director. Will perform Privacy Act and FOIA program support duties such as preparing, receiving, reviewing, and verifying Privacy and FOIA request documents per policy and regulation. This position is being filled under the Pathways Recent Graduate Program. This program provides recent graduates with work experience directly related to their degree and career goals while offering eligibility for conversion to permanent employment upon completion of the program requirements.
Duties include but are not limited to:
The trainees in the Privacy Officer training program will learn how to identify and apply privacy regulations and statutes such as the Privacy Act, Health Insurance Portability Accountability Act (HIPAA), (FOIA) and other privacy statutes. They will be communicating with VHA staff, senior leadership, Veterans and family members to ensure that privacy protections are in place. Privacy Officer Trainees have direct hands-on experience with investigating complaints, incidents and data breaches as well as many opportunities to practice what they are learning. Research, prepare, and present various privacy related issues in response to official inquires using multiple communication methods. Ensure compliance with applicable Federal privacy laws and regulations. Processes complaints and investigate allegations of unauthorized or impermissible activities related to the handling or release of privacy protected information. Investigates complaints, incidents and data breaches and recommends appropriate remediation.
This is a developmental position leading to a GS-12, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on education and/or experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researching, reviewing, and applying laws/regulations related to privacy; developing or assisting in the development of privacy-related policies and procedures based on existing laws/regulations; receiving, investigating and tracking complaints related to compliance; receiving and responding to requests for information in accordance with established laws/regulations/procedures; researching and preparing responses to official inquiries; and educating others regarding compliance with established privacy laws and regulations.
