Duties
Government Information Specialists formulate policy, advise agency and facility management, and ensure compliance with all Federal and State laws governing the collection, maintenance and disclosure of information.
Duties include, but are not limited to:
Administer, analyze, and perform work involved in establishing, disseminating or managing Government information
Prepare facility specific policy guidance
Research and analyze facility FOIA requests
Review facility processes and workflow to ensure information is appropriately safeguarded
Advise management and staff on regulations, policies, and procedures to ensure they understand and fulfill their responsibilities
Prepare responses to privacy inquiries from Congressional Offices, Human Resources, News Media, and the Dept of Health and Human Services Office for Civil Rights
Process complaints and investigate allegations of inappropriate activities related to facility privacy practices or disclosure of individually identifiable health information
Provide initial orientation, training, and annual updates to Controlled Substance Investigators
Provide monthly and/or quarterly summaries of findings including discrepancies and vulnerabilities to the Director, Chief of Staff, ACOS Research, Associate Director for Patient Care Services, Chief-Pharmacy, Chief-Police, and Quality Improvement Council
Ensure monthly inspections are completed to identify problematic issues through external surveys, monthly and quarterly reports, and other quality control measures
Reviewing contracts and other facility agreements for privacy and other appropriate language
Assess the facility privacy posture through evaluation of the facility's collection, use, storage, and maintenance of sensitive personal information
Coordinate program implementation and management with higher organizational levels
Investigate data breaches and suggest appropriate remediation
Represent the facility on committees, teams, and work groups and provide guidance on privacy related functions
Enter all privacy complaints, incidents, and data breaches into the Privacy and Security Event Tracking System (PSETS)
* Duties described are at the full performance level. If selected at the developmental level full performance range and level of duties will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills, and abilities necessary to accomplish the work at the full performance level.
Promotion Potential: The incumbent of this position may be non-competitively promoted to the target grade of GS-09 upon completion of the following requirements: (a) satisfactory demonstration of ability to perform at the higher grade level; (b) recommendation for promotion by the supervisor; and (c) completion of all OPM requirements, Advancement to the full performance level will be recommended only after it has been determined that the incumbent is capable of taking on expanded duties and responsibilities with greater independence.
Work Schedule: M-F 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Developmental GS-07 Level
Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-5) in Federal service, experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position? Specialized experience includes: Working with the Health Insurance Portability and Accountability Act (HIPAA), HIPAA Privacy Rule, and regulatory, licensing and accrediting agency requirements, such as the Joint Commission, related to collection, use, maintenance, storage and release of health information. Working with and providing advice on Privacy/FOIA programs and areas such as: Title 38 U.S.C. Sections 5701, 5705, and 7332, the Privacy Act (PA) and Freedom of Information Act (FOIA) legislation and implementing regulations, Executive Orders, Federal and agency policies and procedures, case law, and precedent decisions related to information disclosure, security, privacy, and protection. Applying research techniques in order to gather factual evidence related to responses to requests for information, complaints, and allegations of non-compliance with regulations. Possessing effective oral and written communication skills in order to explain Privacy/FOIA requirements and procedures to management and staff; defend findings and recommendations to management; and prepare written responses, reports, and information materials for a variety of audiences.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education in an accredited college or university which demonstrates the knowledge, skills, and abilities necessary to do the work
OR
Superior Academic Achievement: You must havecompleted (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university where you were in the top third of your graduating class, maintained a GPA of 3.0 or higher or were a member of a national scholastic honor society.

Combination: You must possess an equivalent combination of specialized experience and education as described above.
Full Performance GS-09 Level

Physical Requirements: The Government Information Specialist is required to perform privacy walk-throughs throughout the facility, travel to surrounding Clinic Based Outpatient Clinics, and visit local Business Associates place of business or record storage locations, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands.
