Employee will be assigned to the Office of the Director, VA Medical Center, Madison, WI, administering, analyzing, and performing work involved in establishing, disseminating, or managing government information within the facility, while focusing on the Freedom of Information Act (FOIA), Privacy Act (PA), and Health Insurance Portability and Accountability Act (HIPAA), and implementing regulations that govern the collection, maintenance, and release of information from VA records.
Duties

Duties include, but may not be limited to the following:
Implements, manages, and monitors the Privacy and FOIA programs in the facility by distributing information; preparing facility-specific policy guidance; reviewing facility processes and workflow to ensure information is appropriately safeguarded, used, and disclosed; reviewing all contracts and other facility agreements for privacy and other appropriate language; and assessing the facility privacy posture through evaluation of the facility's collection, use, storage, and maintenance of sensitive personal information.
Advises management and staff on Privacy Act, FOIA, and where appropriate HIPAA requirements, policies, and procedures and ensures that the facility managers and staff understand and fulfill their responsibilities.
Researches, analyzes, and responds to all facility FOIA requests for agency information, applying exemptions as required.
Prepares responses to privacy inquiries from various offices, i.e., Congressional, Human Resources, news media, etc.
Processes complaints and investigates allegations of inappropriate activities related to facility privacy practices.
Investigates data breaches and suggests appropriate remediation.
Enters all privacy complaints, incidents, and data breaches into the Privacy and Security Event Tracking System (PSETS).
Represents the facility on committees, teams, and work groups and provides guidance on issues related to the use and disclosure of information and privacy related items.
Serves as the Controlled Substance Coordinator; performs inspection in areas that store controlled substances; and reports discrepancies as required.
Prepares various reports.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience includes: knowledge and understanding of the Privacy Act (PA) and Freedom of Information Act (FOIA) legislation and regulations; knowledge of the Health Insurance Portability and Accountability Act (HIPAA); reviewing and responding to requests for release of information; collecting and analyzing privacy data; entering data into appropriate tracking systems; preparing a range of reports; and communicating information to various levels of staff.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess at least 2 full years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Performs privacy walk-throughs throughout the facility, travels to surrounding Community Based Outpatient Clinics, and visits local business associates place of business or record storage locations, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands.
