This position is assigned to the Consular Systems and Technology / New Service Design & Development, Bureau of Consular Affairs (CA/CST/NSDD). The mission of the New Service Design and Development (NSDD) Division is to develop and support application software for Consular users at overseas posts, domestic visa processing centers, headquarters, and for the American public domestically and abroad.
This position will serve as the UX UI Designer.
Duties
Serves as a senior member and designer on CST cross functional teams responsible for the planning , design, development, delivery, and support of major products, platforms, and services.
Provides authoritative advice, guidance, and advocacy for the application and integration of UX design principles in the planning, design, and development process.
Ensures the rigorous, continuous application of information security/information assurance policies, principles, standards, and practices in the planning and execution of assigned projects.
Continuously monitors emerging user experience trends and directions and formulates recommendations that enable CST to strike an optimum balance between both design and function as well as customer needs and system or technical feasibility.
Plans and conducts research to explore the application of UX design theory and practice in the development of products, platforms, and services that meet the specialized needs of CST customers.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - planning work to accomplish goals of NSDD Division.
Customer Service - providing technical advice on requirement modification
Oral Communication - obtaining cooperation from counterparts in other agencies
Problem Solving - deciding on solutions to problems facing subordinates
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience contributing to digital service product development through user research, service design, interaction design, User Interface (UI), content strategy, information architecture, and/or forms design while managing client expectations throughout to ensure deliverables meet the quality standards at the end of each product release.
Experience leading human-centered design throughout software development lifecycle, weighing software development against customer need, and bridging the gap between digital product users, information technology teams, and key business stakeholders.
Experience using customer data and user research to drive digital product and service design.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
