Duties
Reviews, prioritizes, and addresses substantive issues impacting the planning, implementation, and evaluation of programs.
Plans and conducts studies to identify and initiate process changes which address/resolve procedural and systems deficiencies, and analyze cost and impact to risk areas.
Serves as point of contact for Agency level programs and organizational initiatives. Researches and provides analysis and coordination in support of various recognition program initiatives.
Requires knowledge of methods, techniques, and procedures necessary to develop work methods, organize work processes, workflow, and distribution tracking of management processes and administrative procedures used by the Agency.
Identifies the most appropriate means to disseminate information and how best to communicate effectively with various internal and external contacts.

Qualifications
Time in Grade:
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Specialized Experience:
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience is defined as Knowledge of standardized administrative practices and procedures; skills in retrieving information and records from data base contained in internal and external computer program sources; to include DAI, DTS and SharePoint, problem solving methods and techniques to identify problems and draw conclusions ; conducting studies, analyzing findings and making recommendations; ability to apply management tools and techniques; ability to effectively communicate verbally and in writing with individuals of varying levels; ability to interpret local policies, procedures, guidelines and directives all with minimal supervision.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience is defined as experience reviewing and responding to a variety of correspondence to determine the appropriate procedure, policy, format, style, grammar, spelling, etc.; establishing and maintaining tracking controls independently to ensure timeliness of reports, assignments, and replies to controlled correspondence; demonstrated ability to communicate clearly and concisely, both orally and in writing; tracking and analyzing data from DAI, DTS and GPC to advise senior level management of anticipated needs; maintaining files, evaluating effectiveness and determining compliance with procedures and regulations; experience reviewing policies and procedures to determine the impact of operations.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as experience in a wide range of administrative or management functions and organizational methods applicable to gathering and reviewing a variety of policies, regulations and/or statistical data to prepare reports and support conclusions or recommendations for action, use of technology applications, information technology and data systems to prepare reports, correspondence, and other written materials for distribution or presentation to management, internal and external stakeholders.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level
