Program Specialist provides guidance, instruction, maintenance, and troubleshooting in the Radiology and Medicine Service of the Picture Archive and Communication System (PACS) and VistA Imaging interface and Voice Recognition (VR) system. Computer specialist supporting the operation and management of digital image acquisition, processing, display, and storage. Serves as a member of the VISN 8 PACS Workgroup. Works under the direction of the Chief Health Informatics.
Duties
Duties include but are not limited to:
Analyzes problems, issues, and program requirements supporting the functions of a digital imaging system.
Determining pertinent issues and collects relevant information from a variety of sources.
Developing methods and programs to evaluate, monitor, and maintain digital image systems.
Planning, developing, installing, and operating the PACS Imaging Network.
Reviewing information and applies standard analytical techniques.
Providing technical support for image transmission of display errors related to modalities, Vista interface, display workstations, and printers.
Defines and isolates the specific problem, using available diagnostic and error recovery techniques and initiates corrective actions.
Contacts vendor representatives to determine the cause of problems that does not resolve with problem solving techniques.
Monitors equipment, controls the environment, and executes emergency procedures in case of natural, man-made disasters or security risk situations.
Developing recommendations and proposals.
Completing other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: Provides guidance, instruction, maintenance, and troubleshooting in the Radiology and Medicine Service of the Picture Archive and Communication System (PACS) and VistA Imaging interface and Voice Recognition (VR) system. A computer specialist supporting the operation and management of digital image acquisition, processing, display, and storage.
Selective Placement Factor: Knowledge of PACS equipment in Radiology and Medicine Services. Monitor all radiology software systems, including but not limited to Power Scribe, Intellispace Cardiovascular System, Intellispace Portal, Dynacad, 3Mensio for Cardiology, Syngo Via, and the Mammography Reporting System (MRS).

Minimum Qualification - Specialized Experience Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, developing, installing, and operating the PACS Imaging Network. Analyzing problems, issues, and program requirements supporting the functions of a digital imaging system. Reviewing information and applying standard analytical techniques. Developing recommendations and proposals. Evaluating, monitoring, and maintaining digital image systems to ensure all responsibilities are fulfilled in an efficient, timely, and satisfactory. Extracting and assembling information, conducts analysis, and develops reports or presentations. Identifying and determining training priorities, conducting and administering training programs, developing and improving training guidance. Providing training to radiologists and technologists in the proper and efficient use of imaging hardware and software and Vista and CPRS software. Assisting with assessment and procurement of new equipment. Performs daily support in PACS operations.

Physical Requirements: The work is performed primarily in technical and patient care settings, but which occasionally may require exposure to toxic and carcinogenic substances, infections materials, and radiation. For these reasons, protective equipment and devices are sometimes required.
